Check the current conditions with the relevant programme before applying.<\/p>\n<h2>proKlima DachVollToll: A Grant for a Fully Covered Roof<\/h2>\n<p>proKlima is the climate protection fund for Hanover and the neighbouring municipalities of Hemmingen, Laatzen, Langenhagen, Ronnenberg and Seelze. Through DachVollToll, proKlima funds PV systems on existing residential buildings if the roof is fully used:<\/p>\n<ul>\n<li><strong>Funding:<\/strong> \u20ac100 per kWp, up to \u20ac2,000 per building<\/li>\n<li><strong>Minimum size:<\/strong> 2 kWp per residential building<\/li>\n<li><strong>Full coverage:<\/strong> all suitable roof surfaces must be covered with PV modules.<\/li>\n<li><strong>Yield:<\/strong> each covered roof surface must achieve at least 650 kWh per kWp per year.<\/li>\n<li><strong>Excluded:<\/strong> balcony power stations<\/li>\n<\/ul>\n<p>proKlima also offers bonus modules, such as SolarMieterStrom (\u20ac1,000 for buildings with 3 to 20 residential units) and SolarEnergieManagement (\u20ac500 per energy management system), each together with a new funded PV system. There are also programmes for PV on fa\u00e7ades and for solar green roofs.<\/p>\n<p><strong>Important:<\/strong> the funding is only available while funds last, and the budget was already largely used up in August 2026. You apply before placing the order. We check whether funds are still available before sending the quote. You&#8217;ll find all the details on <a href=\"https:\/\/www.proklima-hannover.de\/wohngebaeude\/foerderangebote\/solarstrom\/dachvolltoll\/\" target=\"_blank\" rel=\"noopener\">proklima-hannover.de<\/a>.<\/p>\n<p>For non-profit organisations in the city of Hanover, proKlima runs a separate programme, GemeinN\u00fctzlichSolar.<\/p>\n<h2>Hanover Region: Dach-Solar for PV and Roof Insulation<\/h2>\n<p>The Hanover Region&#8217;s Dach-Solar guideline is officially called &#8220;funding for a photovoltaic system with simultaneous roof insulation&#8221;. So only owners of existing buildings who insulate the roof at the same time receive funding. They then get money for the module area beyond the legal minimum and for the insulation:<\/p>\n<ul>\n<li><strong>Photovoltaics:<\/strong> \u20ac150 per m\u00b2 of module area beyond the legal minimum, up to 90% of the PV costs. Batteries are not funded.<\/li>\n<li><strong>Minimum:<\/strong> the region deducts a flat 35% of the roof area as unusable (50% for flat roofs). Of the remaining area, 50% counts as the minimum coverage, and everything above that is funded.<\/li>\n<li><strong>Roof insulation:<\/strong> \u20ac50 per m\u00b2, only together with a PV system, up to 80% of the PV grant and 90% of the insulation costs.<\/li>\n<li><strong>Electrics:<\/strong> up to \u20ac1,000 for upgrading the electrics or house connection on residential buildings, up to \u20ac5,000 on non-residential buildings<\/li>\n<li><strong>Insulation requirement:<\/strong> on residential buildings, the insulated roof must reach a U-value of at most 0.14 W\/m\u00b2K. The application includes a U-value calculation by an energy-efficiency expert.<\/li>\n<li><strong>Minimum grant:<\/strong> if the grant calculated by the Region is below \u20ac4,000, the application is excluded. Dach-Solar is therefore not an option for a simple rooftop system without roof renovation.<\/li>\n<li><strong>Who can apply:<\/strong> only the owner of the building, one application per building. Besides private individuals, also companies, associations, owners&#8217; associations and municipalities.<\/li>\n<li><strong>Cap:<\/strong> \u20ac50,000 for residential buildings, \u20ac200,000 for non-residential buildings<\/li>\n<\/ul>\n<p>You must apply before placing the order. If you&#8217;re planning a roof renovation anyway, also read our article on <a href=\"https:\/\/pvprosolar.de\/en\/solar-panels-and-roof-renovation\/\">solar panels and roof renovation<\/a>.<\/p>\n<h2>City of Hanover: Gro\u00dfe D\u00e4cher for Businesses<\/h2>\n<p>For existing non-residential buildings within the city with at least 75 kWp, the city pays \u20ac100 per kWp for standard modules (max. \u20ac40,000) or \u20ac400 per kWp for lightweight modules on structurally weak roofs (max. \u20ac80,000), up to 70% of the costs. Exclusions include new buildings and systems covered by Lower Saxony&#8217;s solar obligation. You&#8217;ll find details under <a href=\"https:\/\/pvprosolar.de\/en\/commercial-photovoltaics-in-hanover\/\">commercial photovoltaics in Hanover<\/a>.<\/p>\n<h2>Nationwide Benefits for Your PV System<\/h2>\n<ul>\n<li><strong>0% VAT:<\/strong> since 1 January 2023, on the supply and installation of PV systems and batteries on or at residential buildings, including rented houses. For systems up to 30 kWp, the conditions count as met.<\/li>\n<li><strong>No income tax:<\/strong> income from systems up to 30 kWp per residential or commercial unit is tax-free under Section 3 No. 72 EStG, up to a total of 100 kWp per taxpayer.<\/li>\n<li><strong>Feed-in tariff:<\/strong> since 1 August 2026, about 7.70 ct\/kWh for new systems up to 10 kWp with partial feed-in, fixed for 20 years. According to the government&#8217;s draft <a href=\"https:\/\/pvprosolar.de\/en\/eeg-amendment\/\">EEG amendment 2027<\/a>, new small systems would only get a time-limited transition payment from 2027. Systems commissioned by 31 December 2026 keep the fixed rate.<\/li>\n<li><strong>KfW 270 loan:<\/strong> low-interest financing for the system and battery, which is a loan and not a grant<\/li>\n<\/ul>\n<p>There is no federal grant for private PV systems or batteries. We&#8217;re not currently aware of a general Lower Saxony state programme for private PV systems.<\/p>\n<p><strong>For heat pumps and insulation<\/strong>, by contrast, there are federal grants: the KfW 458 heating subsidy for heat pumps and BAFA funding for individual measures on the building envelope. Guide price without a battery: about \u20ac14,500\u201317,500, without VAT.<\/p>\n<ul>\n<li>proKlima DachVollToll: 10 kWp \u00d7 \u20ac100 = \u20ac1,000, while funds last<\/li>\n<li>Hanover Region Dach-Solar: only if the roof is insulated at the same time, and only from a calculated grant of \u20ac4,000.
