Solar Funding in Hanover: All Programmes, Grants and Requirements

Hanover and the surrounding region offer more funding for solar systems than most other parts of Germany: proKlima, the Hanover Region and the city of Hanover all run their own programmes. On top of that come nationwide benefits such as 0% VAT and the feed-in tariff. Here you’ll find all the programmes with amounts, conditions and the most important rule: almost all applications must be made before you place the order.

Funding in Hanover and the Region at a Glance

As of October 2026. Funding programmes change and may run out of money. Check the current conditions with the relevant programme before applying.

proKlima DachVollToll: A Grant for a Fully Covered Roof

proKlima is the climate protection fund for Hanover and the neighbouring municipalities of Hemmingen, Laatzen, Langenhagen, Ronnenberg and Seelze. Through DachVollToll, proKlima funds PV systems on existing residential buildings if the roof is fully used:

• Funding: €100 per kWp, up to €2,000 per building
• Minimum size: 2 kWp per residential building
• Full coverage: all suitable roof surfaces must be covered with PV modules.
• Yield: each covered roof surface must achieve at least 650 kWh per kWp per year.
• Excluded: balcony power stations

proKlima also offers bonus modules, such as SolarMieterStrom (€1,000 for buildings with 3 to 20 residential units) and SolarEnergieManagement (€500 per energy management system), each together with a new funded PV system. There are also programmes for PV on façades and for solar green roofs.

Important: the funding is only available while funds last, and the budget was already largely used up in August 2026. You apply before placing the order. We check whether funds are still available before sending the quote. You’ll find all the details on proklima-hannover.de.

For non-profit organisations in the city of Hanover, proKlima runs a separate programme, GemeinNützlichSolar.

Hanover Region: Dach-Solar for PV and Roof Insulation

The Hanover Region’s Dach-Solar guideline is officially called “funding for a photovoltaic system with simultaneous roof insulation”. So only owners of existing buildings who insulate the roof at the same time receive funding. They then get money for the module area beyond the legal minimum and for the insulation:

• Photovoltaics: €150 per m² of module area beyond the legal minimum, up to 90% of the PV costs. Batteries are not funded.
• Minimum: the region deducts a flat 35% of the roof area as unusable (50% for flat roofs). Of the remaining area, 50% counts as the minimum coverage, and everything above that is funded.
• Roof insulation: €50 per m², only together with a PV system, up to 80% of the PV grant and 90% of the insulation costs.
• Electrics: up to €1,000 for upgrading the electrics or house connection on residential buildings, up to €5,000 on non-residential buildings
• Insulation requirement: on residential buildings, the insulated roof must reach a U-value of at most 0.14 W/m²K. The application includes a U-value calculation by an energy-efficiency expert.
• Minimum grant: if the grant calculated by the Region is below €4,000, the application is excluded. Dach-Solar is therefore not an option for a simple rooftop system without roof renovation.
• Who can apply: only the owner of the building, one application per building. Besides private individuals, also companies, associations, owners’ associations and municipalities.
• Cap: €50,000 for residential buildings, €200,000 for non-residential buildings

City of Hanover: Große Dächer for Businesses

For existing non-residential buildings within the city with at least 75 kWp, the city pays €100 per kWp for standard modules (max. €40,000) or €400 per kWp for lightweight modules on structurally weak roofs (max. €80,000), up to 70% of the costs. Exclusions include new buildings and systems covered by Lower Saxony’s solar obligation. You’ll find details under commercial photovoltaics in Hanover.

Nationwide Benefits for Your PV System

• 0% VAT: since 1 January 2023, on the supply and installation of PV systems and batteries on or at residential buildings, including rented houses. For systems up to 30 kWp, the conditions count as met.
• No income tax: income from systems up to 30 kWp per residential or commercial unit is tax-free under Section 3 No. 72 EStG, up to a total of 100 kWp per taxpayer.
• Feed-in tariff: since 1 August 2026, about 7.70 ct/kWh for new systems up to 10 kWp with partial feed-in, fixed for 20 years. According to the government’s draft EEG amendment 2027, new small systems would only get a time-limited transition payment from 2027. Systems commissioned by 31 December 2026 keep the fixed rate.
• KfW 270 loan: low-interest financing for the system and battery, which is a loan and not a grant

There is no federal grant for private PV systems or batteries. We’re not currently aware of a general Lower Saxony state programme for private PV systems.

For heat pumps and insulation, by contrast, there are federal grants: the KfW 458 heating subsidy for heat pumps and BAFA funding for individual measures on the building envelope. Read more under combining a heat pump with a PV system.

Example: What Does Funding Bring for a Single-Family Home?

A single-family home in Hanover gets a 10 kWp system covering all suitable roof surfaces. Guide price without a battery: about €14,500–17,500, without VAT.

• proKlima DachVollToll: 10 kWp × €100 = €1,000, while funds last
• Hanover Region Dach-Solar: only if the roof is insulated at the same time, and only from a calculated grant of €4,000. For a simple PV installation on an intact roof, this component does not apply.
• 0% VAT: at this price, a saving of several thousand euros compared with 19%

How to Apply for Funding Correctly

1. Get a quote: you need a specific quote with the system size and module area.
2. Apply for funding: with proKlima and/or the Hanover Region, before placing the order.
3. Only then place the order: for Dach-Solar, you may place the order once the Region has received the application; the early start is then deemed approved, but approval of the grant is not guaranteed. For proKlima, the programme’s own rules apply.
4. Installation: installation, plus registration with the grid operator and in the Market Master Data Register
5. Proof of use: submit invoices and commissioning documents, and the grant is paid out.
